We're looking for an accomplished individual with a good honours degree and at least 10 years of relevant professional experience to join our cross-disciplined team of professional engineers and management consultants as a specialist in COMAH and risk management.

Job specification
This will be a varied role working on a range of challenging and stimulating consultancy assignments in the fields of COMAH/Seveso compliance, process safety, fire safety, risk management and environmental risk.
Your role will include:
- Advising leading organisations that depend on Byrne Ó Cléirigh to underpin the effectiveness and performance of their COMAH/Seveso and related compliance programmes.
- Supporting clients in their engagement with regulatory bodies, including the Health and Safety Authority (HSA), the Environmental Protection Agency (EPA), and local authorities.
- Preparing high-quality submissions that are underpinned by rigorous analysis – including safety reports and technical land-use planning risk assessments.
- Leading, managing and/or collaborating on the execution of client assignments.
- Managing the delivery of project workloads to meet client expectations.
- Developing and updating major accident prevention policies (MAPP), safety management systems (SMS) and environmental management system (EMS), and emergency plans.
- Undertaking assessments of the inventory of dangerous substances to determine a site's status under the COMAH Regulations.
- Undertaking hazard identification & risk assessment (HAZID&RA), quantitative risk assessment (QRA), layers of protection analyses (LOPA) and HAZOP studies.
- Conducting consequence modelling of the impacts of major accident scenarios to human health, and assessing the impacts of major accident scenarios on the environment.
- Assessing new developments at, or in the vicinity of COMAH establishments, and advising on additional technical measures (ATMs) to mitigate risks, including cost benefit analysis.
In addition to the specific elements of the role, as a member of BÓC you will:
- Advise clients on the most practical, robust and sustainable solutions to their compliance needs, and adding value by developing bespoke approaches for tackling complex challenges and by focusing on reducing the life-cycle cost of compliance.
- Manage consultancy assignments.
- Assume responsibility for commercial aspects of projects.
- Keep up-to-date with developments and innovations within relevant sectors.
- Develop and nurture an external a profile as a recognised expert in your field.
- Engage and share ideas with external authorities and learned bodies on scientific, technical or policy matters affecting society.
- Develop and consolidate client relationships and networks.
- Contribute to the growth and development of Byrne Ó Cléirigh, including by enhancing our corporate knowledge, proactively marketing our services and developing new service offerings.
- Contribute to the development of the firm’s competence and professional standards.
- Mentor and develop junior staff.
- Follow a CPD plan on a pathway towards the status of Fellow of Engineers Ireland, or an equivalent institution.
Person specification
You must have the following skills and attributes:
- A good honours degree in engineering (level 8 or higher, accredited by Engineers Ireland, or equivalent), preferably in the fields of mechanical, chemical, industrial or process engineering. If you are an exceptional candidate from another discipline, then we will also consider your application.
- At least 10 years of professional experience in role(s) directly relevant to the control of major accident hazards.
- A Chartered Engineer.
- Experience in preparing high-quality documents and written communications.
- Experience in at least one of the following: consequence modelling, air dispersion modelling, GIS, or programming / model development (e.g. Excel / VBA, Matlab, Octave, R).
- Working knowledge of the safety & risk management regulatory and compliance regimes in Ireland / the EU, such as the COMAH Regulations and the CLP Regulation.
- Attention to detail, including a high level of accuracy.
- Excellent numeracy skills.
- Ability to plan, prioritise and manage tasks and projects to successful conclusion.
- Strong relationship-building skills and good business acumen.
- Self-confidence and ability to innovate.
- Cooperative and flexible approach to work, both in terms of time and methods, with a willingness to embrace change.
- Confidentiality, discretion & professional integrity.
- Clear and precise communication skills, including a proficiency in understanding, writing and speaking English that is equivalent to a C1 (or higher) on the Common European Framework of Reference for Languages.
- Excellent proficiency in Microsoft Word, Excel and PowerPoint.
- Permission to work in Ireland: you must have relevant documentation confirming that you are lawfully entitled to work in Ireland.
The following skills and attributes are desirable, but not essential:
- Experience in ISO management system standards (ISO 9001, ISO 14001, ISO 31000, ISO 45001, ISO 50001).
- Experience in liaising with regulatory bodies (e.g. Health & Safety Authority) on behalf of clients.
- Experience in carrying out hazardous area zoning studies.
- Experience in marketing professional services, including tendering.
- Full driving licence.
